into the same problem you outline here

Eventually, I found the solution at the bottom of this page:

see the portion:

*Q*: When compiling MESA on MacOS, I'm encountering the error
Entering adipls with parameter passing ... TEST FAILED -- compare obs.txt
to obs.test.txt

*A*: You need to apply the Xcode 15 patch listed on the patches

After I implemented this, MESA built adipls without issue.
