You can add something like the following to your local .net file:
add_isos_and_reactions(
r_bi209_ga_tl205
)

or

add_isos_and_reactions (
tl 205
bi 209)

How to resolve the two problem?

This error from $MESA_DIR/net/private/net_derivs.f90 indicates one of
the isotopes MESA is looking for is not found in the current reaction
network. The answer to your first question might be the solution to this
question.
