Do you change the value of Zbase?
The default values of initial_Z and Zbase are 1E-3. If I just change initial_Z=1E-2, the model can go through well.
But the wind mass loss is determined by Zbase not Z. If Zbase is 1E-2, the model may not reach the He ignition.

My bad, I forgot you are not using r22.11.1, it appears that using superad_reduction makes the pre-ms have issues converging.
In r15140, how about set "okay_to_reduce_gradT_excess = .true." in inlist_to_he_dep or inlist_ppisn, and your model should run fine.
I pasted your inlists into the test_suite case ppisn and added "okay_to_reduce_gradT_excess = .true." to the inlist_ppisn with:
initial_mass = 70.00d0
initial_Y = 0.99d0
initial_Z = 1d-2
and the model ran with no issues to he_depletion. Hopefully this works for you :)

I use MESA-12778, there is no 'use_superad_reduction = .true.' in this version.
I also try 15140 which have 'use_superad_reduction = .true.'.
But when I include 'use_superad_reduction = .true.' in inlist_to_he_dep, there are too many retries
and stop because:
failed in relax_to_radiative_core
failed in do_relax_to_radiative_core
star_create_pre_ms_model ierr -1
do_load1_star ierr -1
before_evolve_loop ierr
More output are shown in 72M.log in detail. Please check, if needed.
It seems that the 'ppisn' models in 15140 is different with that in 11532 in some places.
Thus, if I use 11532 version, where is no 'use_superad_reduction = .true.'
How to solve this problem.

Try 'use_superad_reduction = .true.'. You might want to turn this off, after He burning.
