[Mesa-users] Temporal smoothing of ST coeff - flag

Hi

In this case the ST refers to the spruit-taylor dynamo for angular momentum
mixing. They are terms that set how much the angular momentum is smoothed
over time to prevent sudden jumps in the amount of angular momentum being
transported inside the star.
