That may work, *if* MESA does not rely on symbolic links (Rob, can you advise)?
You should be able to put both MESA and the SDK on the flash drive, if you format the flash drive using a suitable filesystem (e.g., ext4). Directions on how to do this are here:

(make sure you use mkfs.ext4!)

It sounds like your flash drive is formatted with a file system that does not support symbolic links. It’s possible to re-format the drive to fix this issue. But first, can I ask what operating system you are using?

I followed the steps in the website. So I downloaded the file mesasdk-x86_64-linux-21.4.1.tar.gz and saved it in the flash drive. Then, in the terminal, I used the command tar xvfz mesasdk-x86_64-linux-21.4.1.tar.gz and it gives back errors like

Yes MESA can be installed on an external hard drive. If you tell us what you did and why you think the SDK isn't working then maybe we can help.
