Consider that the "Dutch" wind scheme is a combination of a few different
wind schemes. See

I would hesitate to claim there is a valid range for Dutch_scaling_factor.
It would be a good idea to understand what wind schemes are included and
review the individual papers for an idea of the uncertainty in the
mass-loss rate. Then consider what is your particular application and
which of those wind schemes is most appropriate.
