hi amedeo,

i ran your case in r22.05.1. basically your time steps are too large
to see the rotation profile after the model comes out of the relaxation phase.

here it is coming out of the relaxation with the chosen 300 km/s value:

 finished doing relax uniform omega

        274 7.578688 3.879E+04 5.005055 5.005055 27.492684 27.492684 0.729398 0.002466 0.260000 -6.310560 662 6
 0.0000E+00 7.578688 0.825322 -26.769229 3.862300 -6.975344 0.000000 0.260339 0.004623 0.010000 0.010911 3
 3.0931E+04 0.599576 4.960043 -99.000000 -99.000000 -8.898918 0.000000 0.000093 0.001043 0.010263 0.000E+00 max_dt
                          surf_avg_v_rot 300.9700879834308012

and here it is after 1 timestep of 1 year:

       275 7.578685 3.879E+04 5.009550 5.009550 27.492684 27.492684 0.729398 0.002465 0.260000 -6.310569 662 6
 0.0000E+00 7.578685 0.825308 -26.769371 3.866849 -6.976579 0.000000 0.260339 0.004623 0.010000 0.010911 3
 3.0932E+04 0.599568 4.960038 -99.000000 -99.000000 -8.898900 0.000000 0.000094 0.001043 0.010263 0.000E+00 max_dt
                          surf_avg_v_rot 299.9331797867811815

the attached image shows the profile at this step 275.

surf_avg_v_rot evolves rapidly due to mass loss & angular momentum transport.
attached is my minimally altered inlist_project.
