You can do either, there is a selection of controls here:
http://mesa.sourceforge.net/star_job_defaults.html#velocity_variables

that will turn the hydro on at some point (center_ye_limit_for_v_flag,
gamma1_integral_for_v_flag, logT_for_conv_vel_flag)

Or you can use the change_u_flag/ change_v_flag to turn it on (you'll also
need to set the corresponding new_X_flag as well)
