I recompiled the whole thing with the 20190830 SDK.  No crossing of
compilers or SDKs -- not sure this would even work.

The confusion related to GCC and SDK was related to what is written in the
history file header.  The star executable writes the compiler version that
it was built with, but it takes the SDK version at runtime.  In this case I
had a newer SDK in use than was used to create the executable.

No, it does not.  It works with 20190503 but does not work with 20190830.

Definitely, don't do that.  But the mixing or crossing is only
superficial.  See above.
