Just to clarify, what doesn't work is
  - Install r11701 with 20190503 SDK
  - Recompile star with 20190830 SDK
  - (?) Compile work directory with 20190830 SDK

Does it work for each of the SDK versions if everything is compiled with
the same SDK?  I hope it does, since we're testing for that in the
test_suite.  If not, then this is concerning and we need to dig deeper.

If this is an issue only triggered by mixing SDKs, then I think we can
safely leave this as a "don't do that".
