There's no physical rationale for this value.
At some point (Tc = 7-8e8 K) we should stop trusting mixing length
theory for the convective carbon burning, so that would make a good
stopping point. The convective turnover time becomes comparable to the
nuclear heating time and you would start developing hot spots (in a
multi-D calc). I attached some sample references justifying this.
