$MESA_DIR/star/test_suite/multiple_stars 
may do what you want - see the (dated) material in the doc directory.

another option is the capability of one's favorite shell with sed/awk/pearl
to either modify one inlist on the fly, or create many inlists from one master inlist.

one can, of course, use a run_star extra to do what you want.
that usually takes a bit more knowledge and fiddling to dial it in.
