The analogous timestep limits are discussed in Section 4.3 of Instrument
Paper 4.  The names of the controls in eqs. (30) and (31) are

This is not enough information about your model for us to help.

As Bill indicated, the changes between the MESA Paper III and MESA Paper
IV approaches are different enough, that it is probably pretty difficult
to directly migrate some old-style inlists/models to the new approach.
