this is not enough information provide potential help.

do you have the latest xcode - version 9.2 (9C40b) ?

did you run 

% xcode-select --install 

after installing xcode?

what do these commands show

% uname -a
% gfortran -v
% echo $MESASDK_ROOT
% echo $PATH
