I was able to replicate your error by making a copy of my work folder and
changing line 35


      include 'standard_run_star_extras.inc'

to

      include 'work_standard_makefile'

The resulting error was :

amber at andromeda:~/executables/mesa10398/star/tutorial$ ./mk
gfortran -Wno-uninitialized -fno-range-check -fmax-errors=12
-fprotect-parens -fno-sign-zero -fbacktrace -ggdb -finit-real=snan -fopenmp
-fbounds-check -Wuninitialized -Warray-bounds  -ffree-form -x f95-cpp-input
-I/home/amber/executables/mesa10398/include
-I/home/amber/executables/mesasdk_1_18/include -c ../src/run_star_extras.f
../src/run_star_extras.f:35: Error: Can't open included file
'work_standard_makefile'
/home/amber/executables/mesa10398/star/work_standard_makefile:38: recipe
for target 'run_star_extras.o' failed
make: *** [run_star_extras.o] Error 1

FAILED


The original line above is the default version of the run_star_extras.f in
the work directory, and I'm not sure why it would get changed to the second
(maybe a feature I'm not aware of). Regardless, changing it back to the
first version should solve your immediate problem.
