This time I don't see any clue what's wrong in build.log file (attached).

HiSo that error suggests you have a permission problem on the MESA_DIR/data folder. MESA during a run will write out several cache files to a local directory and then will try to move them to $MESA_DIR/data folder.
What is the output of:
ls -lha $MESA_DIR/data
Also you can try a quick fix to set the environment variable:
export MESA_CACHES_DIR=/some/path/ you/can/write/to
Though that will need to be set in your ~/.bashrc so that its used for all your mesa runs. Or deleting this folder and re-downloading mesa should get you a folder with the right permissions preset.

This will clean the MESA_DIR of the part compiled bits of mesa then build it again, logging the output to a file called build.log. Please send this file (build.log)

As pointed out by aaron (and missed by me) the error message comes form rates not the eos. So there should be a tmp.txt file in the $MESA_DIR/rates/test folder
