What didn't work about this?  Did you set delta_lg_XH_cntr_min and
delta_lg_XH_cntr_max?  By default, those values are set such that
delta_lg_XH_cntr_limit is only really active during H-exhaustion.

My guess is that if you set

  delta_lg_XH_cntr_max = 0

you'll see the results you expect.
