Warning: adding isotopes to a "soft" net is easy, adding to a "hard" net is so hard that experts fear to tread.

A "soft" net is one that just consists of a list of isotopes (the system adds all relevant reactions).

A "hard" net is hand crafted for efficiency -- it includes multi-step compound reactions to eliminate as many intermediate isotopes as possible, and has an explicit list of the reactions to be used in the net.  

You'll find "add_reactions" in the files for hard nets.

Soft nets are like the mesa_*.net files -- no add_reactions, just "add_isos_and_reactions" instead.

The benefit of soft nets is flexibility; the cost is runtime.
