thanks for clarifying.

i suggest learning how to use the reaction networks that are already provided, 
from the smaller to the larger networks to the adaptive networks. for this you 
do no need to do any programming nor modify a reaclib data file.

the test suite problem 

star/test_suite/nova 

can be a place to start learning how to change mesa’s networks. 

also instructive is 

ed brown’s 2013 mesa summer school material

andrew cumming’s 2015 mesa summer school material

for burning on the surfaces of neutron stars.

so the first step is for you to learn how to use mesa’s 
existing, flexible network & reaction rate capabilities.
