In star/private/timestep.f90, the hard limit triggers a retry if the new
luminosity violates the limit. The soft limit decreases the next timestep
by the factor (0.9**excess), where excess is the amount by which we violate
the limit. You can control that factor of 0.9 through the inlist parameter
timestep_dt_factor.
