Thank you both for your help, I've managed to get the other_wind hook working with the null template in the binary_donor_only test suite. I've started my own routine using the null template, but how do I get access to variables like the donor stars radius and the binary separation?
I see you can use
type (star_info), pointer :: s
to get access to things like the model_number, and similarly
type (binary_info), pointer :: b
What is contained within star_info and binary_info ?

For the case of a system that is undergoing RLOF, the stellar wind is considered together with the mass transfer. This means that the star will be losing mass at the given rate taking away the specific angular momentum of its orbit, and on top of this MESA will compute a mass transfer rate according to whatever prescription is being used.
So, using other_wind should work, barring as Bill says violent variations that could make convergence difficult.
