Fix bug in weak derivatives
The weak reaction derivatives with respect to lnT were all missing a
factor of the level occupation probabilities.  It was in my notes...

Remove obsolete boundary_mass variables
In a previous MESA release, naming conventions changed such that
  h1_boundary_mass => he_core_mass
  he4_boundary_mass => c_core mass
but the defaults file was not fully updated.

Fix special weak rate controls
When the special weak rates code was merged into MESA, one hunk of a
patch was rejected and not properly applied.  This caused the flags
    use_special_weak_rates
    ion_coulomb_corrections
    electron_coulomb_corrections
in the star_job namelist to have no effect.  This patch restores that
missing hunk.
