[mesa-users] MESA on SourceForge

GitHub is rapidly becoming the standard, and it would probably be sensible
to transition.  But Bill has put so much effort into the svn tree that it
shouldn't be his responsibility to figure out the transition, if that's
something he would like to do.  Someone with more availability than I have
right now might want to step up and demo the transition.
