Dear Amber,

yes, I can certainly try to answer your question. The statement in the 
MESA3 paper is, in my opinion, a little misleading. In those models I 
used some nuclear reaction rates from Toki et al. (2013) that were not 
yet made publicly available by the authors. So, while I could have 
shared my changes to the code (reading/interpolating the new rate tables 
and calculating from that the rate of energy release), they would have 
been redundant since I could not also make the reaction rate data 
available to others.

Of course, you may ask whether one is explicitly prohibited to publish 
results obtained in this way, or whether one is allowed only upon making 
the intellectual property of a third party (in this case, the reaction 
rates) also publicly available. I did not have the impression that this 
was the case -- otherwise I could not have submitted my paper.
Perhaps the MESA council can answer that question and clear things up a 
little bit for us.

I have previously discussed this with Bill, but I will leave it for him 
to disclose his opinion at his own discretion.
In any case, Josiah has since then done a marvellous job on the 
treatment of weak rates in MESA ( details in MESA3, Schwab+ 2015 and 
Martinez-Pinedo+ 2014 ).
