I'll read your message carefully tomorrow and see if I can figure out
exactly what is happening with ndiff.

The answer to your question is that a while back I patched ndiff so that
it could simultaneously enforce absolute and relative error checks.  The
ndiff in the SDK is unpatched.

It is possible that the new bit-for-bit agreement moots some of the
original motivation for that patch.
