Ok, well then one of the limits is not ever violated; first, I'd probably find out which.

Neither of those limiting values are really precisely defined.  Perhaps you want Lnuc_div_L_upper_limit = 0.99 or maybe v_surf_div_v_kh_lower_limit = 2.0.  (In particular, v_surf_div_v_kh_lower_limit is a rather "twiddly" parameter.)

If you want to do something that's not trial-and-error, may I suggest including v_surf_div_v_kh, L_nuc, and L in your history?  Then you can investigate a criterion that will work for your specific case.
