On the subject of initial models for very low masses, you can find a set of
pre-made models here:

mesa/data/star_data/very_low_mass_models/

You can find some cases dealing with very low mass evolution in
star/test_suite, see the README there for details.  Using
create_pre_main_sequence_model won't work for arbitrarily low masses, but
you can push the minimum mass lower by setting pre_ms_T_c to lower values
than the default.  See star/public/run_star_defaults.dek for info on
controls for creating pre-main sequence models.
